In Hungary, Baan has helped push through a remarkable 500bn-euro museum project, trying to create a majestic cultural space in the centre of his city – but, as Finaldi said, that sort of governmental largesse towards the arts is unthinkable anywhere else in Europe at the moment. Madrid's tourist numbers are down, austerity is biting in Spain and elsewhere, and it is a constant struggle to make the case for art, in a time when every euro spent is scrutinised. Both men said that you simply have to make the case in terms of economic benefits – to a hard-nosed government politician, the intangible, life-improving benefits of art are far harder to sell than is, say, increased tourist revenue.
